Ryska KGB försöker smuggla in komponenter till en liten atombomb till England. Den skall sedan sprängas vid en amerikansk flygbas för att få opinionen att tvinga bort de amerikanska baserna och på så sätt söndra NATO och därmed rucka på maktbalansen mellan stormakterna. Den engelska underrättelsetjänsten sätter in "spionfångaren" Preston för att lösa fallet. I sista sekunden lyckas man avstyra den ryska planen.
